See thru color bands for text on photos

I've been playing around a little trying to figure these out but I'm having no luck. Does anyone know how to do this or a place I can go online for it?

Here's an example of what I want to do.

have you tried doing the band as a .png with clear or opaque background then adding it to the photo also as a .png? and saving the lot as .png.

I haven't tried it but I use .png for see through or semi see through photos.

I finally figured out how to do it as a layer with a trans background. I had to stack a whole bunch of them to make it dark enough though.

In PSP, create a new image close to the size/shape you need in a good color.
Click the color palet ~ paterns, it should be there.
Add a new transparent layer to your image and flood it at 60% with that patern. Use the Pic tool to size it right.
I just tried it, I had to do a C & P somewhere in there.
