Circular Polarizing Filters

Hello out there -- Can anyone enlighten me on the subject of circular polarizing filters. I've heard that they improve the "blues" in pictures.

Hummingbird Moth

The way that I like to take sunrise pictures is to put my camera on a tripod, use an ISO of 200, then take pictires every few seconds over the length of the sunrise. When the pics are all put together, a sort of time lapse of the sunrise results.
